At the 27 February 2024 session of the Claustro, the UPV/EHU's representative body, a non-binding motion called on the university to maintain no relations with the State of Israel or with Israeli companies and institutions. It had been tabled on time with eighteen signatures from technical and administrative staff, in accordance with Article 30 of the Claustro's rules of procedure.

The university's management allowed the motion to be presented and debated, but not put to a vote, citing "formal criteria". The signatories denounce a "self-serving interpretation" of the rules, arguing that a majority of the Claustro supported the text. They then gathered individual endorsements from more than half of the Claustro's 243 members. According to the EHU Palestina collective, another motion presented to the Governing Council on 24 April 2024 was read out but could not be voted on.
